Cultivating Business Innovation

“As the key player in Alberta’s Industrial Heartland, we have Canada's largest concentration of petroleum refining, petrochemical, and chemical processors. Strathcona County is a powerhouse for business growth. Council must now turn its support to focus on the small to mid-size businesses to create diversity and long term success as a municipal leader.”

In the first 90 days I will:

  1. Establish a community driven committee to identify and develop business solutions focused on turning innovation into a long-term key strength for small/mid-sized businesses of 20-100 employees.
  2. Initiate a review of land use to encourage diversified business development.
  3. Direct administration to create a Rural Agri-Business Incentive Plan that considers adjusting the land use bylaw to encourage agri-business ventures.

Balancing Rural & Urban Needs

“I believe that the uniqueness of Strathcona County as a specialized municipality is its core power and strength. In order to continue enjoying the benefits of a specialized municipality with its urban and rural resources, we must ensure a harmony and balance of resident life and business in both urban and rural areas of our municipality.”

In the first 90 days I will:

  1. Request Community League Halls and Ag Societies to work together, as an Alliance, to recommend a new funding formula to keep them open and active. 
  2. Initiate a needs assessment for improved rural infrastructure to build community capacity & size (e.g. connection to water/sewer pipelines.)
  3. Establish a budget and strategy for the cost effective delivery of high speed internet to rural communities businesses and homes.

“Council needs to take a close look at the patch work approach that is currently being applied to development. The focus of this priority in the first 90 days will be to lead a second look at the County’s Growth Strategy, with community engagement, ensuring facts guide our decision. What does Strathcona County want to be and look like in 25 years?”

In the first 90 days:

  1. I will ask Council to assess current factual information & planning direction for:
    - Future growth in entire North & East as a holistic area.
    - Completion of both the Bremner & Colchester feasibility studies.
    - Hamlet growth & revitalization
    - Industrial land availability & usage in the region
    - Hold a community wide engagement with public, development organizations & stakeholders
  2. Extend discussions of the Mature Neighbourhood Strategy to all neighbourhoods - both rural and urban.  Continued revitalization should be our priority recognizing change must be community and grassroots driven.
  3. Establish a Council priority to support the development of affordable housing across the county and to ensure this priority is considered in growth and development plants.

“As leaders, hoping to motivate and inspire a work force of over 1,500 professionals, Council needs to model the behavior we demand of others. We need to be open, honest and act with integrity at all times.”

In the first 90 days, I will ask Council to:

  1. Endorse making Councillor Records accessible on line, including: committee attendance and expenses, voting records.
  2. Reduce the number of hours of private (in camera) meetings and increase Open Council Workshops to the public.
  3. Endorse my Elected Officials educational plan to improve competency with mandatory training courses in finance, governance and communications.

Creating a Collaborative Economy

“A municipality does not operate in isolation. We are regulated by and receive funding from the Province. We must act in concert with the province in order to create seamless and strong education, health services, infrastructure for our citizens. Increased communication and collaboration is paramount. As active partners in the Capital Region, we will create win-win solutions – solutions that are good for the County and for the region; solutions that enable all communities to thrive.”

Within the first 90 days, I will work with Council to implement the following plans:

  1. Meet with our three MLAs to advocate and lobby for priorities. (e.g. hospital and courthouse.) Establish a regular meeting schedule for Council with our MLA’s.
  2. Schedule a joint Council--School Boards meeting to review issues and opportunities. (e.g.community use of schools.) Establish a schedule for quarterly meetings.
  3. Meet with all adjacent municipal Mayors following the election to discuss future growth and collaboration opportunities.

Elevating Customer Service

“A municipality is not a builder of widgets. It is a provider of services. We must motivate our staff to offer the very best services of any municipality. We need to build on our successes.”

In the first 90 days I will recommend to Council that we direct administration to:

  1. Initiate the streamlining of the County permit process to reduce wait times and cut red tape.
  2. Establish a culture of Superior Service: initiate a recognition program for Superior Service; establish a cross-department team to identify and recommend a program for Superior Service Training.
  3. Initiate a routine Customer Service Audit program for every County department.

“Building upon good practices, I will develop a Council wide commitment to improve communication and engagement with all citizens.  I will work to ensure effective two way communication; develop improved processes to enable citizens to influence change in the County; and ensure that rural citizens receive equitable engagement.”

In the first 90 days I will: 

  1. Create an interactive Mayor’s Report Card dedicated to reporting progress and gathering feedback.
  2. Establish twice monthly Councillor E News Blasts that inform and engage residents.
  3. Establish office hours in rural wards and hamlets for Councillors and Mayor.

Implementing Fiscal Accountability

“The current challenges of regional growth, provincial economics and aging demographics will only increase in size and complexity with time thereby impacting our bottom line. We need to be more measured and fiscally responsible in our use of taxpayer dollars. Council needs to focus on their role as watch dogs of spending while maximizing efficiency and employing top notch service delivery methods.”

The first 90 days is the time to set the pace:

  1. Review and analyze spending to identify potential reductions in our operational and capital budget; tighten spending controls. (i.e. reverse decision of Council to approve $614 thousand to hire external consultants to build a three year budget & business plan.)
  2. Assess, priorize and initiate implementation of efficiencies identified in the Russell Farmer Report.
  3. Support administration’s efforts to initiate the ‘results based’ budget system where the priority is on: ensuring required services are delivered; constantly searching for efficiencies and reductions; saving and investing for our future needs.

Empowering Resident Leadership

Strathcona County is one of the best places to live and raise a family. We attract the best. We need to utilize the powerhouse of skill, ability and energy we have in our residents. When we do, we will move into a position of unsurpassed leadership in Canada.” 

 In the first 90 days I will implement plans in place to:

  1. Table a motion to replace the current Counselor Priority Funding program with a more effective community development program, focusing on revitalizing neighborhoods and resident participation (e.g. match grants to resident labour and resources contribution.)
  2. Re-establish public open houses at every Council meeting.
  3. Increase citizen representation on committees while decreasing elected official and staff influence. (e.g. reverse the current Council decision to decrease the number of residents on committees.) Empower committees with increased communication tools and budgets.
